and means testing and medicare. those are the things that house speaker boehner and president obama talked about in july of 2011. that is going on behind the scenes. that's the sticking issue and so on the debt ceiling. if president obama wants them to give on taxes, he must give on that. if he doesn't, we will go over the cliff and he is looking at a bigger fight in january over the debt ceiling. everyone is focused on the tax issue, but the real focus is what is in exchange for a debt ceiling increase. is it substantial medicare reform? >> i don't agree that the press is not talking about it. we know that is the big battle ahead. i think that part of the confusion and your point, all of these republicans, both those that are elect and control the radio airwaves have all said we are going to see the tax rate for the wealthiest americans go up. for some reason, we can't or we won't any time soon see speaker boehner get before a microphone and say we know this is part of the deal. to that point, what do you make of the negotiations. at least the finger points and i'm not doing this and you

increases. it's noted that the democrats have celebrated the proposal put out by president obama. meanwhile, you have a number of republicans slamming speaker boehner. how would you describe his position right now? >> well, he really didn't win for losing. he's trying to say to president obama if i wanted topaz your proposal i can't do it. he's really truly between a deal and promise and getting the fight over with and a conference that won't allow it. i think what senator demint is saying and house republicans are saying to john boehner is, let's go over the cliff. that we can live with the sequester and we absolutely will not raise tax rates no matter what. what that does is eliminate all of the tax cuts and then there's a new fight in january to push obviously by the democrats to restore tax cuts for 98% of americans. and then that will be muddied by the need for a debt ceiling increase and the fight goes in to february. it's government at the brink all the time. we don't know how the markets and the credit rating agencies will react. probably be bad ybut i think that's what you hear con

think that's when you have president obama and john boehner engaged in very serious discussio discussions, but right now it's the stage of posturing and pr. >> what about the idea that negotiations are now essentially the speaker in the room and the president in the room. first of all, how much do house republicans trust john boehner to get a good deal for the gop? >> well, that is a big question. "the new york times" had a very smart piece earlier this week reporting that john boehner seems to have a stronger command of the rank and file than ever before, but the white house seems like it was burned in 2011 during that debt ceiling fight where the end of the day they felt like that they could make a deal with john boehner, but he couldn't cut any deal either because his leadership wasn't totally on board as well as the rank and file. there is some danger to the mono and mono negotiating because it hasn't worked before. if there's a deal, it's definitely between the house and house republicans. those are the key players. if they bring in more people and having more voices, tha

because let me read this. it's shameful that republicans are playing in to mr. obama's hands. negotiating in public amongst themselves. prematurely giving up on the tax issue and undermining house speaker boehner in the process to which bill kristol responded, it would be great if they had an idea of what republicans can do. they don't. if they follow the editors over the cliff the only affect i'm afraid would be to turn a retreat in december in to a panicked rout in january. that's an interesting back and forth combined with what you said, as well. >> no, it is. i think you see in that back and forth a conservative outlet, at least the editorial page. some of the fissures within this party. just the direction of the party, there is, again, this big vacuum. there isn't a real leader of the republican party right now and seeing the different camps sort of fighting for primacy and fighting for a voice in terms of what the direction of this party will be not only on this issue but just in terms of larger issues about the direction of the country. >> and michael, as we pointed out, the presid
